Not that I disagree with the broader point, but I happened to have read a book that actually argues the Apollo mission required new ways of thinking (“systems management”), due to the unprecedented need for 4 distinct cultures — military, science, engineering, and industrial management — to integrate in new ways.
I wonder if a "perfect NASA" that practices systems management, ie. "thinks in systems" would be able to solve and create problems with the "same thinking."
I guess what I'm waving at is something like Popper (who I only know indirectly). Less worried about getting it right and more worried about checking.
